FLPR (VPR coprocessor) startup behavior, applied at the very start of init.

A program loaded onto the FLPR keeps running across a debugger reset (SYSRESETREQ). A leftover FLPR not only wastes power but can interfere with — and even stall — init, so by default it is stopped and reset on every boot. Select FlprReset::Leave if your application core boots alongside an FLPR program that was started by an earlier stage and must keep running.
