AES in CTR (counter) mode, as in NIST SP 800-38A.

• Data may have any length.
• Encryption and decryption are the same operation.
• The 16-byte counter block is a big-endian integer, incremented once per block.
• The initial counter block must never repeat for the same key.

Creates a CTR cipher with the given key and initial counter block.

The key is 16, 24 or 32 bytes. See the module documentation for which key lengths each chip supports.
